“UPSR, PT3 Reintroduction Under Review; Findings to Be Shared This Year – Fadhlina”

KUALA LUMPUR: The Ministry of Education will conduct a study this year on the potential reintroduction of the Primary School Achievement Test (UPSR) and the Form Three Assessment (PT3), with the findings expected to be presented to the Cabinet as soon as possible.
Education Minister Datuk Seri Fadhlina Sidek urged the public to give the ministry some time to complete the study, which will take into account the views of key stakeholders, particularly parents.
“The mandate has been given to the National Education Advisory Council (MPPK), and at the Ministry of Education (KPM) level, we will carry out a comprehensive study. We ask for patience,” she said.
“Once the study is completed, we will provide an explanation to the public, and the findings will be presented to the Cabinet,” Fadhlina added during a press conference at the New Academic Year Opening Ceremony of Regent Elmina Chinese Primary School (SJKC) on the first day of the 2026 school calendar. Also present was Deputy Education Minister Wong Kah Woh.
Fadhlina had previously said that KPM had reactivated MPPK to study the necessity of reinstating PT3 and UPSR. UPSR was abolished in 2021, while PT3 was discontinued in 2022, both replaced by School-Based Assessment.
In a separate matter, the minister said the ministry is committed to addressing bullying in schools. She noted that all parties will sign the Student Protection Policy, a pledge to safeguard, nurture, and protect children in schools.
“In addition to the Student Protection Policy, the ministry will also introduce the ‘Safe and Healthy Schools’ manual, which is now in its final stage. This will be shared with parents and the public to ensure joint responsibility in protecting children,” she added.
Fadhlina also confirmed that three out of four schools in the Telok Panglima Garang area of Kuala Langat, which were damaged during a storm last October, have reopened for the new school year, while the remaining school is expected to be fully operational next month.
Earlier reports indicated that repair works for the four schools in Sijangkang affected by the storm on 15 October 2025 are expected to be completed within three months, according to Selangor Menteri Besar Datuk Seri Amirudin Shari.
Amirudin said a total of RM10.1 million has been allocated by KPM for the restoration of Sekolah Kebangsaan (SK) Sijangkang Jaya, SK Kampung Medan, SK Jalan Tanjung, and Sekolah Menengah Kebangsaan (SMK) Sijangkang Jaya.
The storm, which occurred at around 4:15 pm, also caused damage to a hall and approximately 40 homes. It was described as one of the worst storms in Selangor in the past four years.
